When a crime occurs , our first natural reaction is to report the crime to the police. Allow me to hypothetically state an analogy here.
If one day five years ago, A woman reported that Kurt Shabba James punched her in the face, ragged of her panties and forced his HIV infected crooked cock into her dry pussy, bruising all the way in. The police would have issued a warrant for his arrest right away. For the obvious preconceived reasons that Kurt Shabba James was a regular citizen notorious for being housed at the stock farm prison serving time for sexually violent crimes. The majority of Dominicans hated this man. If a rape occurred in a dark street, and the police was summoned , then 20 minutes later Kurt Shabba James was to pass in this very same dark street (to see what all the commotion was about), the police would arrest him as a suspect. This incident you are reading about does not concern the deceased notorious rapist called Shabba.
Dominica Policemen; a source of Secondary Victimisation
This incident is about a young lady who testifies of statutory rape, denigradation, humiliation and domination by our Prime Minster Roosevelt Skerrit. She attempted to formally report the incident but the policemen laughed at her. Not only did she suffer from a violent sex crime , she also succumbed to a secondary victimization at the hands of the police who laughed at her and ridiculed her when she attempted to report this crime. The police did not attempt to investigate her report, instead they mocked her and further disgraced her for even attempting to make such a report while ignoring the nature of the crime itself.
But Why? Is there something funny about Rape?
In her book titled Rape a weapon of War, Journalist, Slavenka Drakulic coins rape as a kind of slow murder. Is there something funny about murder? Objectively, it could be assuage in relation to who is doing the raping or the murdering.
In British Law, when a Monarch, President or Prime Minister is doing the Raping or Murdering, he walks with impunity. He is not above the law. In our British Laws as long as the person committing the crime is a head of government , a monarch or a president he cannot be indicted. He is the Law.
Roosevelt Skerrit is the Law.
He may be a rapist , but he is the prime minister , this title makes him immune to being arrested, under our British Laws.
Corinna Ferguson, our British Barrister who works on cases concerning religious freedom in the workplace and the duty of the state to investigate inhumane and degrading treatment in immigration says to start a case against the prime minister , the case such as rape must be treated as a private prosecution as it's not in the publics interest.
"A private prosecution is commenced by requesting a summons from the magistrates' court. A summons will only be issued if the magistrates are satisfied that (1) the allegation is of an offence known to the law, (2) the essential ingredients of the offence appear to be present, (3) the offence alleged is not brought too late, (4) the court has jurisdiction, and (5) the informant has the necessary authority. Further, some types of proceedings require the consent of a judge or the attorney general, including prosecutions for criminal libel against anyone responsible for the publication of a newspaper, prosecutions for incitement to racial hatred and prosecutions for assisting suicide."
In retrospect; He is still The Law
Barrister Ferguson concluded that even if all the above ingredients were presented, Prime Minister Skerrit has the authority to command the police Commissioner Daniel Carbon, to halt this case as it is not in the public's interest. If a national address needs to be made over the media, Commissioner Daniel Carbon, can proclaim that there was insufficient evidence to prosecute.
Second, It is difficult for one private individual to gather sufficient evidence which is needed by the court to meet the high standards of proof and to serve as a credible witness, therefore the more testimonies which are brought forward, the stronger the case.
Third, Roosevelt Skerrit has the power to take over any prosecution within our court system. He can decide, whether a case continues or whether it is thrown out.
Can the Prime Minister Actually Rape with Impunity
Yes he can. According to our Laws, the Prime Minister can rape any dog, cat, woman, girl, child, without fear of punishment. As long as his cock is on fire, he can quench his smelly cock in any hole. Any hole until December 6th 2019.
